"No organization souhld "expect" money from the City during times like this. They souhldn't plan their budget around money from the City." It's not a question of what the organization expects, It's a question of what we as a community expect of ourselves and towards others. Especially those incapable of taking care of themselves. "Maybe the VNA souhld consider developing a volunteer network of nurses and emergency workers that are trained to handle some of their clients. RN's can do anything the VNA offers for services, EMT's and Paramedics can take care of those that just need vitals taken and CNA's can handle many of the services the VNA offers as well. I'm sure that there are many people in the community that have these types of skills that would join a volunteer effort to help."I'm all for volunteerism. In theory volunteerism sounds great. But in any non-profit organization a volunteer program costs money. What's being asked here is for people who do these tasks for a living and asking them to do it pro-bono, repeatedly, in addition to their normal work schedules, and their personal or family commitments. That is not even considering the demands of persons like those with developmental disabilities, for example, who may need more than a volunteer can provide. That is a demanding task, especially when it is expected for a large segment of the community voluntarily. When it comes to finances there are three options available for groups like VNA. One is to rely on the market for its funding. Fundraising, charitable donations, etc. The more dependant on this route you become the more your organization has to grow, become bureaucratized, centralized, and self-regulating to get the funds you need. This is fine for the salvation army but much more difficult for a small group in a city of 60,000 that provides more comprehensive service. Result: Quality of service goes down as organization spends more time raising money and not providing services. Option two is to have the support of an organization that can operate outside the market in a manner where the community can meet the needs of you and your neighbors. A means to where every person's basic necessitities and right to draw a breath can be met despite any affect by a distinctly challenging history or experience. A government, or more simply, a democracy can accomplish that. Not only that establishing and working for that minimum standard of living is a reflection of what we would expect for ourselves. Option three is a combination of private and public. This allows some autonomy to the non-profit and satisfy's those of you who somehow still believe that the evil big bad voodoo of socialism is creeping into your lives (think public television). And it throws a bone to those of you in this community who feel that government souhldn't provide any money for anything that is unionized. (sorry had to put that in there). What's all this means in layman's terms: Trying to keep the mill rate down or balance the budget on the backs of the most unfortunate of us is a cheap, lousy way to save a buck. And if the VNA loses out the one's who will suffer the most are those who recieve their services...not their paychecks.
